Teams are initially grouped by grade and estimated skill, but may be shifted significantly over the evaluation period with the goal of having teams grouped by skill before pool play starts. So a team may end up playing up or down with the goal of maximizing the balance of competitive play and balance.

Make sure to overestimate the team skill. If a club submits a “Beginner” team who ends up beating a team by more than 20 the team will most likely be shifted up to the top of the next division up and might get stuck losing all their pool play games because it is easier for club teams to move up than down. If you notice early that you have a superior team it is best to manage the game to keep the +-PD manageable.
